The JNNURM was formally launched by the Hon'ble Prime Minister of India on 3rd December, 2005. Integrated development of infrastructure under UIG (Urban Infrastructure Governance), BSUP, IHSDP and UIDSSMT schemes.
The Mission has important features : 20-25 year perspectives - with 5 yearly updates, Submission of Detail Project Report (DPR), Release of fund by GoI in installment based on progress of schemes & implementation of reforms.
In West Bengal, two cities viz. Kolkata i.e. Kolkata Metropolitan Area that encompasses 41 ULBs including 3 municipal corporations and Asansol Urban Area which has 5 ULBs including 2 municipal corporations are part of JNNURM. The State has formulated an implementation strategy for UIG which primarily envisages that Schemes shall mainly be implemented by KMDA, KMWSA, PHE and other implementing agencies directly. The ULB’s role will be to ensure availability of land for water treatment plant, OHR, UGR, pumping station etc. The ULB shall be associated with the project during implementation process and provide local support to facilitate execution of works. The implementation strategy for BSUP and IHSDP has been enunciated in the detail guidelines issued by Municipal Affairs Department and KMDA. List of projects entrusted to KMWSA are :
